Job Responsibilties
  • To lead the implementation of HSE strategies and improvement programs within the area of responsibility
  • Support the Site in identifying key HSE risks and appropriate mitigation
  • Lead and implement the HSE management system, programs and procedure that comply with Syngenta HSE standards & policies, Syngenta code of practices and local legislations.
  • Engage the site Leaders and provide the information to set HSE targets / objectives, develop action plans, document and track implementation until completion.
  • Develop HSE capabilities and resources.
  • Establish and maintain networks with local authorities and keep abreast of any new or emerging HSE legislations.
  • Ensure that proper environmental and operating permits are acquired for new facilities/operations and then maintained per local regulations.
  • Ensure the requirements of key HSE processes (e.g. Site Risk Profile, Risk Management, Emergency Management System, Reporting and Incident Investigation) are delivered.
  • Ensure monthly reporting of HSE KPIs on Global Reliance tool and FF&P
  • Lead security program (and improvement plan) and issue in the Bien Hoa Site to ensure no security incident in the site
  • Manage 3rd party security team and provide training to ensure the efficiency of security management system in infrastructure, equipment and people capability.
  • Ensure daily security activities comply with security procedure and plan, to prevent security incident happens in the site.
  • Carry-out security risk assessment and provide control measures, monitor implementation and compliance, and propose preventive/corrective actions.
  • Lead site sustainability plan and deployment in alignment to organizational sustainability roadmap
  • As a member of the site leadership team, proactively contribute to the development and implementation of site strategy
Job Requirement
  • Bachelor degree in one of following disciplines: safety, environmental science, engineering or any other science related fields.
  • Minimum 3-5 years’ experience in HSE function, including deployment of HSE Management System & Strategy. Preferably in chemical industry, in which 2-3 years in managerial role
  • Sounds HSE exposure & experience in chemicals manufacturing & processing environment/ industry
  • Good knowledge in HSE, risk management, Security and Process Safety Management
  • Having skill and experience in teamworking environment
  • Certified safety and health officer or equivalent HSE professional credentials (NEBOSH, CSP, CIH etc)
  • Has implemented change programs on people behaviors & demonstrated resourceful engagement with people at various levels
  • Auditing skill (ISO 14001, 45001, HSE MS, etc.)
  • Develops strategies and sets aligned objectives for individuals and teams
  • Coaches people to excel by giving clear, direct and skillful feedback
